[ASTPPCOM-672] Tooltip implementation across the system

Add tooltip in creating/edit forms regarding information of field usage.

Login as Admin,
Go to Inbound.
Go to DIDs
click on Import
Expected result:- It should be display proper tool tip in provider field.

Login as Admin,
Go to Tariff
click on Origination Rate.
Click on import
Expected Result:- It should be display a tool tip in Rate group and Force Trunk field.

Login as Admin,
Go to Carrier
click on Gateways.
Click on Create.
Expected Result:- It should be display a tool tip in "Channel" and "Dialplan variable" Field.
Channel field didn't remove yet.

Login as Admin,
Go to Carriers
click on Termination Rate.
Click on import
Expected Result:- It should be display a tool tip in Trunk List field.

Login as Admin,
Go to Services.
click on Products.
Click on create/edit.
Expected result:- It should be display a tool tip in Rate Group field.
Tooltip is missing in Rate Group field.

Login as Admin/Reseller,
Go to Services.
click on Products.
Click on create/edit.
select package.
Actual Result:- still If yes "then" each customer can purchase it. "Than" word is wrong displaying.
Expected Result :- In Can be purchased? field, tooltip should be display as:- " Select if customer can purchase this product or not.
If yes then each customer can purchase it. If no then each customer see this package. then this package is for particular customer
that admin can only assign to that particular customer "

Login as Admin,
Go to Services.
click on Products.
Click on create/edit.
select Refill.
Actual Result:- still If yes "then" each customer can purchase it. " than " is wrong displaying.
Expected Result:- In Can be purchased? field, tooltip should be display as:- " Select if customer can purchase this product or not.
If yes then each customer can purchase it. If no then each customer see this package. then this package is for particular customer that admin can only assign to
that particular customer "

Login as admin.
Go to Switch.
Go to SIP profile.
Click on Create.
Expected Result:- 1. In SIP Port field tooltip should be display as " The port on which freeswitch profile is listing"
2. In SIP port field tooltip should be display as " The IP on which freeswitch profile is listing"
Actual Results:- No changes in tooltip

Login as admin.
Go to Switch.
Go to SIP profile.
Click on Edit SIP Profile.
Expected result:- 1. In SIP Port field tooltip should be display as " The port on which freeswitch profile is listing "
2. In SIP port field tooltip should be display as " The IP on which freeswitch profile is listing"
3. In Name field, should be available a proper tooltip.
4. In VALUE field, should be available a proper tooltip.
Actual result:- No changes in tooltip

Go to Configuration.
Go to currencies.
click on create.
Expected Result:- In ADD Currencies menu, in all field it should be proper tool tip.

Login as admin.
Go to Configuration.
Go to Timezone.
click on create.
Expected result:- In Add Timezone menu, in all field it should be proper tool tip.

Login as admin
Go to Configuration.
Go to Timezone.
click on edit Timezone.
Expected result:- In Edit Timezone menu, in all field it should be proper tool tip.

Expected result :- In create translation language page, it should be available proper tooltip in all field.

Go to Configuration.
Go to Language.

Expected Result :- In Edit translation language page, it should be available proper tooltip in all field.

Go to Accounts.
Go to Edit customer.
Go to In Left panel :-
Actual Result :- 1. in SIP device> Edit SIP device> nothing displaying any tool tip in edit SIP device page.
2. In caller id nothing displaying any tool tip.
3. In Left panel DIDs nothing displaying any tool tip.
4. In Left panel products nothing displaying any tool tip.
5. In Left panel Alert threshold, nothing displaying any tool tip.
Expected Result :- 1. in SIP device> Edit SIP device> it should be display proper tool tip in edit SIP device page for all field.
2. In caller id page, it should be display proper tool tip.
3. In Left panel DIDs, it should be display proper tool tip.
4. In Left panel products, it should be display proper tool tip.
5. In Left panel Alert threshold, it should be display proper tool tip.
