[ASTPPCOM-476] DID with per minute rate don't blocked with negative balance

Hi.

According the post in google group, when you have a DID with per minute rate and have balance = 0 or negative, you continue receive calls and the credit go to negative.

Example:

I have a DID with cost $1 per minute.
My balance is $0.50
I receive a call with 2 minutes.
My balance go to -$1.50
I receive another call with 1 minute.
My balance go to -$2.50
