 Description   

when paypal is disable then, try to pay with account option then, pay button is not displaying.

Steps to Reproduces:=

  1. Login as Admin.
  2. Go to Configuration >Setting.
  3. Go to payment Method.
  4.  select Disable from paypal and save.
  5. Now login as customer.
  6. Go to Services.
  7. Go to new order new.
  8. select any product and try to pay with account.

Actual Result:--  when paypal disabled then, pay now option is not displaying for pay with account option.
Expected Result:-- 1. when paypal disable, then only it should be disable only for pay with paypal option.

For pay with account option, it should be enable pay option or display for pay with account.

2. when paypal disabled then, pay now option should be display and working fine for pay with account option.

Verified in latest source, after cloning PR and as well as after upgrade into v5.0, change applied done, working fine
