 Description   

Somewhere in the startup scripts...it is deleting /var/run/fail2ban/
which is causing fail2ban to not start unless you manually make the directory.

On a reboot the directory is deleted again.

We have not face this issue in any centos server yet.
Will you please provide your setup information ?
Like OS, Version, How you install ASTPP and which version ?
Also pass link which you have used for installation.

Have you install fail2ban during ASTPP installation or installed seperately ?

Sorry....I am using Centos 7 and used the Script that you supplied in the WIKI Setup.

Its looks some issue on installation. Please remove it and try to install as per below link.
