 Description   

steps :- 

  1. Login as admin.
  2. go to services > Voice Broadcast.
  3. create a voice broadcast with valid csv file and wav file.
  4. after complete above voice broadcast again create voice broadcast with same csv file and wav file and observe in fs_cli log.

Actual result :- when second time, same csv file uploaded with same PSTN number, then voice broadcast call is not working.

Expected :- voice broadcast should be working fine as expected.

This issue is resolved in ASTPPCOM-982.
