 Description   

steps to reproduce:

  1. login as admin
  2. go to create customer
  3. enter all valid details, make sure rate group id set as blank
  4. run and check success response 

expected result: without rate group id customer should not able to create

If you don't specify the pricelist_id then it takes from the system->configuration->signup page. Please let me know  if you have anything.
