Reseller Tooltip - whole reseller issue found.

STEPS:-
1. https://communityv5.astppbilling.org/user/user_invoices_list/
2. log in as a Reseller.

Bug description:-
1. services > products > click on add destination > rate group field toll tip not displayed. (Admin and reseller issue)
2. services > order > Billing type field tooltip not displayed properly.
3. products > click on create button and the field is the product category.

Expect result:-

valid toltip should be displayed.
