User is not able to download sample file for import termination rates file

Steps:

Login with portal
1. Go to Carriers > Termination Rates
2. Now click on import button
3. Now click on download button of get sample file
4. Now check

Expected result : User should be able to download sample file of import termination rates.

Actual result : User is not able to download sample file for import termination rates and Blank page is display.
