Create account range settings validations not applied and record saved successfully

Steps:

1. Install add on of Account range
2. Now go to configurations > Account
3. Now clear two fileds and click on save button
4. Now check validations applied on mandatory fields

Expected result : Validation message should be display for Minimum Account Number & Maximum Account Number field.

Actual result : Validation message is not display and record saved successfully.
