Rates :- unable to search any rate by using any search offset in customer login

Steps :- 

1. Login as Customer.
2. Go to Rates.
3. Click on search Menu.
4. Try to search by using any search offset and observe.

Actual result :- When try to search, then page continue processor just goes round & round and never finds rate. When i inspected then it getting database error.

EXPECTED RESULT :- It should be  search proper by using all search offset.
