Calling Card calls not working when pin less authentication is enabled

Steps to Reproduce :

1. Dial access number from sip device
2. Enter card number and pin
3. Enable pin less authentication
4. hang -up call
5. Again Dial access number
6. Check calls hang-up without asking destination

Expected Result : Call should work properly when pin less authentication is enable.
