When paypal Fee disable, then also included paypal Tax amount when recharged by TOP-UP

Steps to Reproduce:=

1. Login as Admin.
2. Go to configuration menu
3. Click on setting menu
4. Click on payment methods
5. Paypal Fee is disable
6. Login as customer
7. Go to service menu > Top up
8. Select refill and click on paypal and verify that

Actual result:- When paypal Fee is Disable then it also adding Paypal Tax amount on paypal payment server page.

Expected result:- When paypal is disable then it should be display total amount without adding paypal tax amount on paypal server page.
