Gateway creation with registere set to false

While create new gateway, by default register flag should be set to false.

Because by default dummy username and password values are there, and if admin wanted to set IP based auth and just added proxy and didn't set register to false then gateway will be unreachable and call wont route through the gateway.

However if admin wanted to create device based auth then he anyway gonna change the username and password fields and will then remember to set register flag to true.
