Import mapper - refactored.

This will add an import mapper for termination rates.
You will need to yum install php-mbstring as the import mapper required this library, then you will need to restart nginx.

Also need to make sure the permissions are set correctly for the uploaded files.

chmod -Rf 777 /var/www/html/astpp/assets/Rates_File/uploaded_files
