0000017: Peak, Off Peak and Weekend Charges

This is a feature request, it'd be really nice to be able to specify different Rate Groups for different, recurring time schedules.

In the UK we get charged, and charge our customers different rates depending on the time of day.

EG: Rate Groups
Peak - Days: Mo,Tu,We,Th,Fr - Hours: 08:00:00 - 17:59:59
Offpeak - Days: Mo,Tu,We,Th,Fr - Hours: 18:00:00 - 07:59:59
Weekend - Days: Sa,Su - Hours: 00:00:00 - 11:59:59

If we could do calendar days, even better as we could assign public holidays too.
