Termination Rate Create API - Time of Creation date and last_modified_date parameters are not match with GUI

Steps :

Check in Admin side
1. Go to Carriers > Termination Rate > Termination Rate Create API
2. Enter valid input for all parameters and run the api
3. Now check the Creation date and last_modified_date time in Response and match with GUI

Expected result : Time should be display and match with GUI when terminated rate is created

Actual result : Time is not match with GUI and response of API when terminated rate is created.
