Origination Rate Create API - Database error is display for duplication of record and 500 error code display

Steps:

1. Go to tarrif > Origination Rate > Origination Rate Create API
2. Enter valid input and run the api and check response
3. Rerun the API and check response

Expected result : 500 Server error code should not be display But validation message should be display OR origination rate should be created.

Actual result : 500 Server error is display and database error is display.
