Rate Group Create API - User is able to create rategroup for customer and rategroup also created

Steps :

1. Login as Admin
2. Go to tarrif > Rate Group >Rate Group List API
3. Now enter valid input for all parameters and enter customer's account id in reseller_id
parameter and run the api
4. Now check response and also in GUI side

Expected result : User can not create rategroup for customer, Only for reseller user can create rategroup. So validation message should be display for reseller_id parameter.

Actual result : User is able to create rategroup for customer and rategroup also created. In GUI side dropdown list also gone for select reseller.
