Rate Group List API - Records are also display for wrong value input for parameters

Steps :

1. Login as Admin
2. Go to tarrif > Rate Group >Rate Group List API
3. Now enter characters or special characters input for routing_type, initially_increment, inc,
reseller_id parameter and run the api.
4. Now check response

Expected result : Records should not be display for wrong value input for parameters OR any validation message should be display.

Actual result : Records are also display for wrong value input for parameters.
