IP Setting Create - Validation message is not display for Prefix and IP settings created successfully

Steps:

1. Go to Customer > My Account > IP Settings > IP Setting Create
2. Enter characters in Prefix parameter and for other enter Valid parameters and run the API and check response

Expected result : Validation message should be display for Prefix.

Actual result : Validation message is not display for Prefix and IP settings created successfully.
