Templeat - refill balance - comunity when refill balance database error and Email notification error

stpes:

1. go the  13.127.15.161
2. Login as reseller customer.
3. Services > Top-up And click on refill balance.

Bug:- 
Where is located to pop and click on refile AC then go to database error and email notification not be received.

Expect result:-

• When riffle balance after database error should not display.
• Email notification should be displayed.
